Johnson County Fairgrounds Alcohol Policy

The possession, consumption, or public display of alcoholic beverages or intoxicating liquors within or upon the facilities administered by the Johnson County 4-H and Agricultural Fair Association is prohibited. 


EXCEPTION: Pursuant to Johnson County Ordinance § 25-5-1-4, Lessees may serve alcoholic beverages for their functions if all of the following conditions are met:


1. Submit a written request, approved by a designated Johnson County Fair Board Committee, to the Johnson County Fair Board seeking approval to sell beer and wine during a designated event;


2. Apply for and receive a permit for the appropriate number of days from the Indiana Alcohol &; Tobacco Commission which allows the serving of beer and wine only OR contract with a caterer or bartender licensed in the State of Indiana to dispense beer, wine, and spirits;


3. Implement a Safety and Security Plan, including the hiring of one uniformed police officer for every 100 guests expected for the event to ensure compliance with all State laws. The security officer(s) must be on duty for the entire event. Please contact a law enforcement agency directly to make the arrangements for security;


4. Sign a hold harmless and indemnification agreement;


5. Obtain liability insurance coverage meeting Johnson County requirements, and naming the Johnson County Board of Commissioners and the Johnson County 4-H and Agricultural Fairgrounds Board as additional insureds;


6. Pay a non-refundable Alcohol Usage fee of $300 no later than 10 business days prior to the event date.


Events at which beer or wine are sold shall not occur concurrently with 4-H activities.


All alcoholic beverage service shall be stopped one hour prior to the end of the reserved use period.


No person under the age of twenty-one (21) years shall possess or consume alcoholic beverages of any type. Any person suspected of being in violation of this subsection, who fails to provide sufficient identification to prove otherwise may, in addition to any other action taken, be evicted from the Fairgrounds. The Fair Board reserves the right to refuse or discontinue alcohol beverage service if any of these rules are violated or it there is considered to be potential damage to the facilities or grounds, event participants, or the public at large.


No person under the influence of alcohol, narcotics or any other drug, to the extent of being considered publicly intoxicated, shall enter or remain upon or within the facilities administered by the Johnson County  4-H and Agricultural Fair Association. In addition to the penalties set forth in Johnson County Ordinance § 25-5-1-5, failure to comply with this subsection may result in event cancellation, forfeiture of rental deposit, and/or refusal to grant future permit requests.
